The following information is provided to prospective students of Veterans Administration (VA) approved flight training courses available through Wright Flyers Aviation, Inc.. Your eligibility for VA benefits and the maximum amount available should be confirmed with the VA by calling 1-888-442-4551, prior to enrollment. Wright Flyers Aviation will provide the necessary application forms and forward the completed paperwork to the VA.

General Information

Reimbursement by the VA for flight training is limited to 60% of the costs associated with the maximum approved dual, solo, and ground instruction hours. The number of approved hours is based on the Federal Aviation Regulations Part 141 Appendices for each level of certificate or rating. The VA does not reimburse books, materials, or examination fees such as FAA written tests, practical checkrides, and the aircraft rental expense for practical checkrides. The total VA program cost for each course is published in the school's VA Catalog and outlined in the attached literature.

It is important to understand that the total cost of each course cannot be exactly determined in advance. Students must train to FAA Practical Test Standards and their progress depends on their background, aptitude, and motivation. Therefore, additional training, beyond the FAA Part 141 course minimums, may be required for the student to reach proficiency. Conversely, the student may elect to terminate or test out of training and take the Practical Test whenever they meet the FAR Part 61 hour requirements for the certificate or rating and have reached the proficiency required for the FAA Practical Test.

To enroll, you will need to provide a copy of your FAA Pilot Certificate (Private Pilot or higher). You must complete an Application for Benefits and, if active duty military, have the completed application signed by your education officer and commander. If you are separated or retired military, you must provide a copy of your DD Form 2l4. If you are a reservist, you must provide a DD 2384, Notice of Eligibility. A current second-class medical is required to enroll in all courses except for the ATP, which requires a current first-class medical certificate. The VA definition for "current" means valid for operations which would require that class of certificate.

Specific policies concerning payments, cancellations, scheduling, ramp procedures, and general rules for operation and conduct are detailed in Wright Flyers Aviation's "Operating Practices and Procedures". This document is the official guideline for the administration of all courses and activities at Wright Flyers Aviation, including VA benefit programs, and you will be required to be familiar with and comply to all rules and procedures included therein.

Program Costs

Instruction and aircraft rental will be billed per the attached rate schedules. The fee for FAA Practical Tests, or checkrides, varies from $200.00 or more for a Commercial Certificate or Instrument Rating to $300.00 for a CFI.

All costs for training or aircraft rental are on a "pay as you go" basis, with payment due upon the completion of each flight. There are no provisions for deferring the costs of training, aircraft rental, or supplies. Payments can be made with cash, local check, Visa, MasterCard or Discover Card.

Course Cancellation & Refund Policies

The student may cancel and withdraw from a training program at anytime without penalty. Upon cancellation or request, unused funds that the student has placed on deposit will be promptly refunded. There are no refunds available for training that has been completed.

Attendance Policies

Attendance and scheduling policies are outlined in the Company's "Operating Practices and Procedures". Additionally, the VA requires the program student to fly at least six hours per month in order to make "adequate progress" as detailed in the following section.

Student Progress Standards

The evaluation of a pilot trainee's ability to perform individual maneuvers or tasks, as well as overall progress, will be evaluated after each dual flight and logged in the student's training record. The VA requires steady, satisfactory progress as outlined below in order to maintain enrollment in the program.

A student is considered to be making satisfactory progress when:

1. The student flies at least six (6) hours per month.

2. The student completes all required ground instruction for each stage of flight training.

3. The student passes a stage or progress check.

A student is considered to be making unsatisfactory progress when:

1. The student does not fly at least six (6) hours per month.
(Special provisions apply for TDY, illness, jury duty, & weather.)

2. The student fails to complete the required ground instruction within a particular stage of training.

3. The student fails a stage or progress check.

A progress check will be given if the student receives a grade of (4) or (5) for a particular lesson or maneuver three times in succession or has repeated an individual lesson three (3) times.

Procedures for Unsatisfactory Progress

Upon verbal or written notification of unsatisfactory progress, the student's training will be interrupted for a period of thirty days. After the thirty day interruption period, the student will be allowed to re-enroll and resume flight training on a probationary basis for thirty days. During this period of time, the student must demonstrate satisfactory performance and meet all VA criteria for satisfactory progress. If the student was placed on probation due to the failure to fly at least six hours a month, the student must fly enough hours so that the total hours from the month in which progress was unsatisfactory plus the hours flown during the probationary period equals a minimum of 18, (18 flight hours in a 90 day period).

Upon successful completion of the probationary period, the student will be removed from probation and will continue with the flight training program per standard procedures.

A student who fails to meet satisfactory progress guidelines during the probationary period will be terminated from training. The student will then be reported to the Veterans Affairs Regional Office on the next "Monthly Certification of Training Report", VA 22-6553c.

Students may also be terminated for willful violation of the FAR's or the policies and procedures of Wright Flyers Aviation, Inc.

Grievance Policy

Grievances should be brought to the attention of the President of Wright Flyers Aviation, Inc., Mr. Rand Goldstein or the Chief Flight Instructor. Every attempt will be made to ensure that the student receives the best instruction possible in an acceptable manner.

Should you need additional information or a clarification of a particular policy, please feel free to contact Mr. Goldstein, or the Company's Manager on Duty.

Grading System

The following scale will be used to evaluate each individual maneuver and as an overall grade indicating the students ability to meet individual lesson completion standards:

(1) Excellent - The student performed the maneuver or lesson to tolerances well in excess of those in the lesson completion standards.

(2) Good - The student performed the maneuver or lesson to tolerances exceeding those in the lesson completion standards.

(3) Satisfactory - The student performed the maneuver or lesson to the tolerances specified in the lesson completion standards.

(4) Below Average - The student performed the maneuver or lesson, but was not able to meet the tolerances specified in the lesson completion standards.

(5) Unsatisfactory - The student was unable to perform the maneuver or lesson or the student was unable to accomplish the maneuver within the safety standards set forth in the FAA Practical Test Standards. Safety of flight situations which require intervention by the instructor or stage check evaluator will constitute unsatisfactory performance.

(D) Demonstration - Used only when the maneuver was demonstrated by the instructor, but not practiced by the student.

(X) Accomplished - Used by student to record that the maneuver or lesson was accomplished while on solo flights.

Incomplete Grades

A student may "drop out" or "test out" of any Wright Flyers Aviation, Inc. training program without penalty. All training is conducted under FAR Part 141, which specifies the minimum requirements for course completion. However, if the student attains the proficiency required to pass the Practical Test prior to completing the required course curriculum, you may be able to "drop out" and take the practical test under FAR Part 61.

Training Records

Training records of all students using VA benefits will be kept on file for a period of three years from the date of the student's completion or termination. Photocopies of all training records will be made available to the students at their request.

Data on Job Availability in Aviation

A source of current data on airline jobs in the US and worldwide is the monthly publication; Airline Pilot Job Monthly Newsletter by AIR, Inc. of Atlanta, Georgia. It is suggested that subscribing to this publication and reviewing other resource information supplied by AIR, Inc. is a good method of determining where the airline jobs are located and which companies are currently recruiting.

Other sources include Trade-A-Plane, regional and national aviation periodicals, and the Internet.

Flight Instructor jobs are currently available with Part 61 and Part 141 flight schools in the San Antonio area as well as other parts of the US. Flight instructor starting pay in Texas is generally $12.00 to $20.00 per hour.

Loans or Grants

There are several organizations and financial institutions that offer loans or other forms of financial aid to pilots. Wright Flyers students may also earn accredited college degrees on the Internet with a variety of financial aid options. The Aircraft Owners and Pilots Association has also made arrangements with financial institutions to make educational loans available to AOPA members who wish to add certificates or ratings to their pilot credentials.
